CFI is looking for a Myanmar coordinator for "Mekong: Sustainable news" project

CFI is recruiting a national coordinator with a background in project management. An experience in media development is considered as an asset for this position.
CFI is a French media cooperation agency mainly funded by the French Ministry of Foreign Affairs and International Development, and is responsible for coordinating and implementing public aid policy for promoting and enhancing the media in developing countries. CFI is currently involved in around thirty projects that fall within three major programmes: media and governance, media and enterprise, media and development. CFI is launching a new project called "Mekong: Sustainable News" to implemented activities related to media in order to support better understanding and coverage of environment related issues, in the field of SDG' achievement.
The activities of the project aim to tackle the following aspects, designing the 3 components of the project:
1.Training courses on the fundamentals of journalism, paving the way for scientific or environmental specializations (data journalism, fact checking, video…) a. Training courses on web writing, digital tools (verification, data-journalism, fact-checking, geolocation) and video reporting. b. Workshops on relationships with the audience, the use of social network sites and the social responsibility of journalists (morals, ethics, and combating fake news).
2.Training courses and support for the production of content focusing on environmental protection and climate change a. A training course for trainers on how to analyse local issues and understand international negotiations b. Drawing-up of technical data sheets for educational and journalistic use (online, in four languages) c. Specialist training courses on how to handle subjects relating to the effects of climate change and to environmental protection d. Training courses and support for the production of documentaries focusing on issues affecting the Mekong Delta e. Assistance in producing digital content
3.Training courses and support for the production of content focusing on sustainable forms of production and consumption and on health a. A training course for trainers on how to analyse local issues and understand international negotiations b. Drawing-up of technical data sheets for educational and journalistic use (online, in four languages) c. Specialist training courses on how to handle subjects relating to agro-ecology, irrigation methods, environmental health, and what to do in the event of a natural disaster d. Field trips, study visits to farms and an environmental health unit (in France), to help the participants to become more specialized and produce reports e. Assistance in producing digital content
To ensure the most successful implementation possible and to facilitate relations with CFI regional coordination (based in Phnom Penh) but also, with the project regional team (in Myanmar/Laos/Vietnam), CFI is seeking to recruit a Myanmar national based in Yangon, who would assist CFI regional coordinator and ensure a successful implementation of the activities in Myanmar.
CFI will locally recruit a professional with a background in project management. An experience in media development is considered as an asset for this position.
The objective of the assignment is to support CFI in implementing its project by acting as a national coordinator, by liaising with CFI partners and local media. The coordinator will:
●Participate to the planning of activities in Myanmar ●Contribute to the design of trainings' Terms of References (ToR) ●Participate to the selection of activities' beneficiaries ●Participate to establishment of partnerships ●Facilitate trainings and events organisation ●Facilitate the development of pedagogical and scientific dossiers to guide journalists in reporting on sustainable development in Myanmar language ●Support CFI monitoring and evaluation of activities and budget ●Report to CFI regional coordination in Phnom Penh.

1.Coordination of CFI's activities in Myanmar ●The Coordinator will ensure smooth implementation of CFI's activities related to journalism training, in cooperation with local partners and CFI regional coordination.
●As CFI focal point in Myanmar, the coordinator will:
oContribute to the preparation of activities (ToR, call for application…) oContribute to project communication and reporting oContribute to project monitoring and evaluation oContribute to budget and administrative related tasks (financial planning and reporting) oOversee the activities reporting process and deadlines and assist CFI local partners in this regard if needed oFacilitate the development of pedagogical and scientific dossiers to guide journalists in reporting on sustainable development in Myanmar language.
2.Implementation of CFI's activities in Myanmar
Selection of journalism trainings' beneficiaries
●Support experts on contacting media and journalists to apply to training sessions ●Manage registrations to trainings, answer requests for information from candidates and selected participants
Journalism training, events and study visit organisation
●Act as local facilitator for the organization and smooth implementation of trainings and events, in coordination with CFI regional coordination and experts. ●Organise study visit to France for selected journalists.
Journalism training monitoring and evaluation
●Design evaluation questionnaires to track participants' progress during trainings ●Monitor project indicators ●Particularly: follow-up on participants productions and success stories
●Produce a monthly financial planning and reporting according to CFI standards ●Produce a final report (narrative and financial for the period June - December 2019) about CFI's activities in Myanmar ●Liaise with local beneficiaries and ensure activities are completed in accordance with existing policies and procedures ●Handling basic office duties, such as answering and routing phones, responding to emails, maintaining financial and beneficiaries records, and data entry and reporting ●Proactively managing his/her calendar by scheduling meetings and resolving conflicts; arrange complete domestic and international travel itineraries; submit accurate and timely expense reports; process invoices; and act upon other day-to-day tasks with detailed attention and appropriate urgency ●Answering questions and finding information for CFI regional coordinator ●Assisting with process improvements and budget development ●Developing and implementing new policies and processes if needed and requested.
4.Facilitating the development of pedagogical and scientific dossiers to guide journalists in reporting on sustainable development
Together with the French Journalism School ESJ, CFI has created the educational material series « 24 hours in the life of a newsroom » (https://www.24hdansuneredaction.com/en/) to help journalists all over the world train in agreement with international standards. The Mekong Sustainable News project will develop specific factsheets related to covering sustainable development issues.
●Based on the generic content developed by CFI and ESJ, and with the feedback of CFI local partners, adapt the factsheet to the Myanmar context and specific issues ●Assist CFI in finding a suitable translator
5.Reporting to CFI regional coordinator in Phnom Penh
●Report to CFI on aweekly basis on work performed ●Contribute to CFI interim reports in collaboration with CFI regional project coordinator ●Assist CFI regional coordinator in organizing specific missions in the country
The Coordinator will be entrusted by CFI regional coordinator in Phnom Penh.
CFI national coordinator works closely with the project's local stakeholders:
●National authorities and Partners ●National experts ●CFI experts on the project
●Weekly reports ●Monthly financial reports and planning ●Evaluation questionnaires
●Reports and other deliverables as indicated above, in coordination and/or upon request of CFI regional coordinator.
Location and Duration
The assignment location is Yangon and could imply travel to other Myanmar states. It will start in June 2019, until December 2019. This position will be renewed from January to December 2020 based on performance and upon availability of funding.

Required skills and experience
The assignment requires the services of a national coordinator with the following (minimum) qualifications:
●A degree in administration and at least 3 years of working experience in administrative support field ●Experience in working with media development projects and international partners is preferred ●Capacity to work from long distance and to communicate regularly ●Strong willingness to carry out administrative and logistical tasks ●Ability to work independently and work well with others ●Creativity and strong problem solving skills ●Strong intercultural skills ●Strong task and time management skills ●Basic math skills and understanding of basic financial concepts ●Available to seriously commit 6 months to a collaborative working process, including a regional level meeting to contribute to the regional strategy of the project ●Looking for a chance to develop your professional profile and your organisation skills through building collaborations at the national level, and connecting with other coordinators who work in other Mekong countries ●Strong English or French language skills ●Fluency in Myanmar language
